Constitution of the Hong Kong Student Association
Article I : Name
The name of this organization shall be "Hong Kong Student Association (HKSA)."
Article II : Objective
The main objective of the HKSA is to provide a better mutual understanding between Chinese and other ethnics. The association specifically concerns with the language barriers experienced by many Chinese students and highly committed to break down these barriers.
Article III : Membership
1. Membership is open to any students, faculty member, staff, and alumni of University of Illinois at Chicago without discrimination based on agenda, sexual orientation, age, religion, or mental and physical disability.
2. In order to be regarded as a regular member of this association, a member must have paid his current membership dues.
3. A member may only be expelled from the association if a majority (50%+1) of the membership votes for his/her explusion.
Article IV : Officers
The officers of this association shall consist of the president, vice-president, treasurer, secretary, and other executive officers. These officers shall together constitute the executive committee of the association.
President ---- The duties of the president are to organize all of the officers, represent the council, and HKSA when dealing with other clubs or association.
Vice president ---- The main duty of the Vice-president is to assist the President in all matter.
Treasurer ---- The main duty of the treasurer is to oversee all relations concerning HKSA's finance. The Treasurer will be responsible for the annual budget, and will be expected to provide a monthly financial statement. The treasurer is to preserves the right to sign checks and other documetns concerning HKSA's financial matters.
Secretary ---- The secretary is responsible for drawing up the minutes of all HKSA meeting, organizingany documents related to HKSA, and contacting anyone invloved in HKSA business.
Officer ---- Provide help to HKSA in order to promote the association in general and any club events, including social activities, help session, and meeting.
Computer Consultant ---- Responsible for the club's computer account, homepage, on-line information, etc.
Article V : Election
1. All registered members are eligible to vote.
2. Nominees of executive committee must have at least two academic semesters of membership.
3. Voting day will be set at the end of ever fall semester.
4. Members who are interested in getting a position in upcoming committee can notify any committee member one month prior to the election.
Article VI : Advisors
Professor Wai-Yee Keung from the Physics Department will be the advisor.
Article VII : Handling of Funds
All funds collected on campus will be deposited in the organization's account. The treasurer is the primary officer designated to handle the organization's finances and to manage the account. Other officers will be authorized as indicated on the registration form.
Article VIII : Amendments
1. Amendments to this Constitution and its by-laws must be past by two third of total membership.
2. All amendments to this Constitution must be submitted in writing to the Executive Committee at least two weeks prior to a general meeting.
3. All amendments to the Constitution shall be considered and voted upon only once anually.
