Article I
Section I. As of the fall of the 1992-1993 academic year, we hereby establish the Puerto Rican Student Association of the University of Illinois at Chicago.
Article II
Section I. The purpose of the Puerto Rican Student Association shall be to implement Puerto Rican influence into the broader UIC community both on and off campus by working with and conducting events in the cultural, social, political, and educational spectrums. 
Section II. The Puerto Rican Student Association will not adopt any one single political platform be it independent, commonwealth, or statehood. The PRSA will conduct political events representative of all three stances on the island. The PRSA takes the stance of "self determination" for the island of Puerto Rico.
Article III
Section I. Membership is limited to UIC students, faculty and staff. 
Section II. All requirements must meet the Board of Trustees policies regarding nondiscrimination on the basis of race, religion, gender or national origin. 
Section III. Eligibility of new members will be determined by completion of the application form and by the payment of membership dues. 
Section IV. A member my only be expelled if a majority (50% + 1) of the paid membership vote for his/her expulsion.
Article IV
Section I. The executive board members shall consist of a president, vice president, treasurer, secretary, telecommunications officer, public relations officer, and subcommittee director.
Section II. The qualifications of officers shall be as follows:
  1. Elected by members
  2. Student at UIC
  3. Official member of the PRSA
Section III. All terms for officers shall be for one academic year. The terms will commence the first week of May and end in June with the PRSA's participation in the Chicago Puerto Rican Parade. The newly elected executive board will begin assuming power of the PRSA beginning at the end of the last meeting.
Section IV. Duties of Officers:
  • President: Oversee all organizational activities. 
  • Vice President: Implement policies determined by the President and the executive board. If the president is unable to attend a general meeting, the vice president will assume command of the meeting or event.
  • Secretary: Maintain records of membership, general meetings and activities. 
  • Treasurer: Regulate and maintain all finances of the organization. To create events that will fund raise for the organization. 
  • Telecommunications officer: To maintain PRSA listserve and homepage. 
  • Public Relations officer: To assure proper advertisement of events and meetings. 
  • Subcommittee Director: To create and direct subcommittees as needed and insure the proper communication between the subcommittee and the executive board.
Section V. Any officer found in violation of Article IV, Section II of this constitution shall be removed from office and this organization. Those who do not fulfill their duties as described in Article IV, Section IV shall be removed from office after review by an impeachment committee comprised of the faculty advisor, two executive board members and two general members that will be chosen by the advisor.
Section VI. During the academic year, if an officer cannot fulfill his/her duties or is removed the president reserves the right to appoint a new officer to that position.
Article V
Section I. Election of officers shall be held during the second to last meeting of the semester. 
Section II. Elections are opened to all paid members. Elections will take place by the casting of secret ballots in person and no proxy votes will be allowed. 
Section III. Notice of upcoming elections and appointments will be communicated to the members through the monthly newsletter, meetings, telephone calls and E-mail.
Article VI
Section I. Regular meetings may be held twice a month and are open to all members. 
Section II. Special meetings may be called by the President, Vice President, or petitioned by a member. Members must be notified at least one week prior to the meetings. 
Section III. A quorum shall consist of the President and or Vice President and at least on other officer in addition to any member.
Article VII
Section I. The advisor of this organization shall be a full time faculty or academic staff member at UIC.
Article VIII
Section I. Committees will be formed as needed. Instead, participation of all members is preferred.
Article IX
Section I. Dues are $12.00 per year or $7.00 a semester.
Article X
Section I. Primarily the treasurer will manage the Puerto Rican Student Association SOF/COF account. 
Section II. The registration form will indicate to university staff which officers are authorized to sign what types of documents concerning funds. 
Section III. All moneys collected on campus, with the exception of dues, must be deposited into the organization's SOF/COF account.
Article XI
Section I. Amendments must be submitted to the Executive Board and approved by the majority of the total membership. 
Section II. Advance notice of voting on amendments will be sent to all members. 
Section III. The secretary is responsible for the distribution of the amended document. The Campus Program Staff receive a copy of the revised document.
