New Certification Test Implementation Schedule

The following schedule lists when new standards-based certification tests will be first administered as part of the Illinois Certification Testing System. These tests are required for certification as indicated. For further information visit the Division of Professional Certification and Testing Website at http://www.isbe.net/teachers.

Special Education Content-Area Test

Learning Behavior Specialist I (LBS I) Content Test

  • As of July 03, required of new candidates seeking an LBS I certificate/endorsement.

  • May be used by certified teachers to remove an LBS I limitation on an existing certificate.

    July, 2003 Assessment of Professional Teaching (APT)

  • Required of individuals who apply for an early childhood, elementary, secondary or special teaching certificate on or after October 1, 2003. (Some exclusions for current certificate holders-see http://www.isbe.net/teachers).

  • Will assess candidates' knowledge of the Illinois Professional Teaching Standards and the language arts and technology standards for all teachers.

    LBS II Technology Specialist
    LBS II Bilingual Special Education Specialist
    LBS II Deaf/Blind Specialist,
    LBS II Behavior Intervention Specialist
    LBS II Curriculum Adaptation Specialist
    LBS II Multiple Disabilities Specialist

  • Beginning July 2003, the LBS I test will be required for candidates seeking the LBS I endorsement on a new certificate. The LBS I test will replace the LD, EMH, TMH, SED and PH tests for new teacher candidates.

  • NOTE: Five special education categorical tests (LD, EMH, TMH, SED, PH) will continue to be offered, BUT ONLY FOR individuals who wish to take one of those tests to remove an LBSI limitation on an existing certificate.

  • Individuals seeking the Type 73 School Service Personnel Certificate in Speech- Language Pathology must take the Speech-Language Pathologist-Non-Teaching Test.

    (Except school service personnel)
    Includes tests for 42 teaching fields and 4 administrative fields (See below for list of tests)

  • Will replace the subject-matter knowledge tests currently required for teaching and administrative certificates.

    July, 2005 School Service Personnel Tests
    School Counselor, School Nurse, School Psychologist, School Social Worker

  • Will replace the subject-matter knowledge tests currently required for school service personnel certificates.
